In its latest Annual Report, the IMB at Werrington prison states that the major change to 30 hours of education last year became an impossible task. Despite planning across the whole estate, it soon became clear that this target was impossible to achieve. The young people struggled with 15 hours of education. To double that figure was unobtainable. Most of the young people did not go to school prior to coming to Werrington. Schools, each year, have 13 weeks holiday so that students and teachers have a break. The expectation was 30 hours for 52 weeks of the year. The number of incidents with young people increased and so did assaults on staff.
The Youth Offenders Institutes across the country and Secure Training Centres are being reviewed by the Youth Custody Improvement Board.
