The Independent Monitoring Board (IMB) at HMP Winchester states in its 2022-23 annual report that the prison continues to make steady progress, helped by the highest staffing levels for many years. However the decaying fabric of the building and rising prison population make consistently high standards hard to achieve.

Positive prisoner engagement at HMP Rye Hill
In its 2022-23 annual report published today, the Independent Monitoring Board at HMP Rye Hill highlights a number of positive initiatives that have been rolled out over the reporting year, creating a greater sense of community within the prison. The Board has also seen improved relationships between staff and prisoners, and excellent palliative care initiatives and family liaison activity.

Concern that Home Office policy is preventing people in immigration detention taking prescribed medicines
In its annual report published today, the Independent Monitoring Board (IMB) for the North East Midlands and Yorkshire & Humber short-term holding facility (STHF) raises serious concerns over Home Office policy that affects detained people with pre-existing medical conditions. The Board also has further concerns about the induction interview process and the inappropriate environments that detained people are sometimes held in.
Home Office failings and lack of investment undermine the fair and humane treatment of people in detention
Publishing its 2022 annual report, the Independent Monitoring Board (IMB) for Heathrow Immigration Removal Centre (HIRC) concluded that important lessons need to be learnt from the failed Rwanda deportation flight in June 2022, and that major investment is required to ensure HIRC’s continued viability as a safe and secure place for detained people.

The limited availability of approved premise accommodation is affecting a high percentage of prisoners at Leyhill and causing delays to progression to parole and release. However, the prison has made marked improvements towards strengthening their resettlement work.
A renewed focus on resettlement is needed at HMP Erlestoke
In its 2022-23 annual report the Independent Monitoring Board (IMB) at HMP Erlestoke reports having observed a generally well-managed prison, with reduced recorded incidents of self-harm and violence. However, more focus is needed on training and resettlement, which is the core purpose of the prison.
